Christopher Boyce (played by Timothy Hutton) is a young and idealistic employee at a defense contractor in California. He becomes disillusioned with the U.S. government's covert activities and decides to sell classified documents to the Soviet Union.

Boyce recruits his childhood friend, Andrew Daulton Lee (played by Sean Penn), to help him with his espionage activities. Lee is a drug user and is easily manipulated by Boyce into becoming his partner in espionage.
